为解决森林分布不连续流域森林水源涵养功能及其多时间尺度特征的定量评价问题,根据分布式水文模型(SWAT)的特点,提出了反映森林斑块空间分布的水文响应单元划分方法,以及基于水量平衡法的森林不连续分布流域森林水源涵养量计算公式。以东南沿海的晋江流域为例,构建了2006年土地利用条件下的日时间步长SWAT模型,统计分析了2002—2010年降水条件下森林水源涵养量的时空变化规律。结果表明:① 构建的晋江流域SWAT模型精度较高,面积阈值为零生成的水文响应单元比较准确地反映流域森林斑块分布,提出的森林水源涵养量计算公式适用于森林空间分布不连续流域森林水源涵养量的多时间尺度分析,为流域森林水源涵养功能评价提供了一个新的方法。② 晋江流域森林水源年涵养量271.41~565.25 mm;月涵养量-29.15~154.59 mm;日尺度的极端降水期皆为正值,极端枯水期都为负值。表明年际之间不存在森林水源涵养的蓄丰补枯调节作用,但在年内的部分月份得到体现,而日尺度的森林蓄丰补枯功能充分发挥。从而揭示了不同时间尺度森林水源涵养量及其蓄丰补枯功能的差异。  相似文献

Abstract

Given the linkages between natural resources and social conflicts, evidence increasingly shows that successful natural resource management requires conflict mitigation and prevention. However, there may be a gap in practice between knowing what processes and tools need to be used to manage conservation conflicts and how to actually implement them. We present learning from a practice-based case study of conflict management in the Amarakaeri Communal Reserve in the Peruvian Amazon that aimed to develop natural resource governance institutions and build stakeholder capacity, including of indigenous groups, to navigate existing conflict resolution mechanisms. Through applying good practices in conservation conflict management and collaborative governance, we generated important lessons on the practical considerations involved in collaborative conservation. These lessons, while specific to our case, could be applied to a variety of protected areas facing complex social-ecological systems dynamics and wicked problems.  相似文献

Women own or co-own approximately half of the farmland in Iowa, United States, yet researchers are only beginning to study these landowners’ social relationships in relation to their land. This study analyzes qualitative data collected in Iowa through a series of meetings hosted by the Women, Food and Agriculture Network (WFAN). I find that social control through exclusion constrains women landowners’ access to information about and implementation of conservation. Specifically, I identify how women landowners experience the social processes of boundary maintenance and othering in land management. These processes create barriers to conservation adoption and maintain gendered agricultural landscapes. The women who participated in WFAN’s conservation programs express their experience of and resistance to dominant narratives as they attempt to create landscape change. These findings highlight the importance of further study of inequality processes and their relation to control of farmland if conservation goals are to be met.  相似文献

目前鲨鱼养护管理问题已引起国际社会的广泛关注,《鲨鱼养护管理国际行动计划》和《濒危野生动植物种国际贸易公约》等国际文件从生态系统保护和贸易管控角度对鲨鱼问题做出规定。为了顺应国际社会加强鲨鱼养护管理的趋势,RFMOs出台了一系列决议和措施。对此,作为远洋渔业大国的我国应针对目前履行RFMOs管理规定中存在的问题,尽早做好各项准备,以彰显我国渔业大国的负责任态度,更好地维护我国远洋渔业合法权益。第一,对外加大宣传,树立我国远洋渔业的正面形象;第二,加强远洋渔业从业人员培训,强化远洋渔船监管;第三,加强国际渔业法律科学人才队伍建设,提升在国际渔业管理中的话语权和主导权;第四,转变我国渔业法规指导理念,确立以养护为主的渔业管理基本方针。  相似文献

Abstract

Natural resource challenges often span administrative jurisdictions and include actors and processes operating at different spatial and political scales. We applied concepts of new environmental governance to analyze Oregon’s approach to greater sage-grouse conservation. Through one in-depth case study in Lake County, we traced features of new environmental governance (cross-scale interactions, decentralization, and capacities of actors) through different governance levels. Interviews and qualitative analysis revealed that decentralization of administrative functions facilitated cross-scale interactions and relied on intermediaries, gap-filling, and perceptions of legitimacy at lower levels. State and agency guidelines steered the effort and were accompanied by financial and technical resources from multiple arenas, which increased local capacity. This study adds to the understandings of environmental governance for implementing multi-actor, multi-level conservation arrangements in resource-dependent communities. Further exploration of connections between higher levels and local contexts will reveal important, new ways to link policies with on-the-ground outcomes.  相似文献

Locations at Funzie on the island of Fetlar, and at Norwick on the island of Unst contain excellent examples of structures relating to the Caledonian age disruption and emplacement of the Shetland Ophiolite Complex. The Caledonian age Shetland Ophiolite Complex contains exceptionally well developed and exposed sections of the lower parts of the characteristic ophiolite sequence, including layered gabbro, cumulates and mantle rock. Composed of two tectonic units (the Lower Nappe and Upper Nappe) each underlain by an imbricate zone, it is among the finest and most accessible examples of ophiolitic rocks in Europe. The sites at Funzie and Norwick have been selected to be part of the Caledonian Structures of Great Britain Geological Conservation Review (GCR) network, as the best examples in Britain of structures relating to Caledonian ophiolite disruption and emplacement. As the Funzie GCR site and the Norwick GCR site they form the Caledonian Structures of Shetland GCR block.Accounts of all other sites in the Caledonian Structures of Great Britain Geological Conservation Review (GCR) network are already published (Treagus, 1992). Accounts of the Caledonian Structures of Shetland GCR block sites are, therefore, presented in this paper to complete publication of the Caledonian Structures of Great Britain Geological Conservation Review (GCR) network.  相似文献

山水林田湖草是一个生命共同体,山水林田湖草的系统治理观是水土流失治理与生态修复的重要指导思想。水土流失的发生、发展和变化是一个复杂的系统,有其自身规律,水土保持是一门多学科交叉学科,有其科学性与不可替代性,防治水土流失应坚持系统思维,整体施策,系统和综合是水土保持学科建立和事业发展的生命力所在。水土流失在中国广泛分布并长期存在,而且治理程度及年治理进度较低,极不适应生态文明时代人民对美好生活的需求。要充分发挥大自然的自我修复能力,辅助于重点治理,以小促大,大面积、快速恢复植被,降低水土流失强度。将水资源保护、水环境整治、面源污染防治、农村污水及垃圾处理、村容村貌人居环境整治等融为一体,以系统治理观大力推进生态清洁小流域建设。采取系统、全面的措施,重视山地经果林开发土地的水土流失治理与生态保护。对工业化、城镇化、农业现代化过程中的人为扰动破坏区,全过程、全方位落实水土保持措施,促进经济社会的高质量发展。  相似文献

Environmental NGOs are increasingly called upon to respect human rights when undertaking conservation programs. Evaluating a family planning program running alongside marine management measures in Madagascar, we find that family planning services provided by an environmental NGO can support women’s reproductive rights. Family planning services allow the option of smaller families, and give more time to work, increased income and better health. These benefits do not translate into increased support for, or participation in, marine management, however, and women who are able to work more are typically fishing more. We identify patriarchal norms as a key factor preventing the family planning programme from manifesting in improved resource stewardship, limiting opportunities for women to participate fully in resource management meetings and diversify their livelihood outside traditional tasks, including fishing. We propose that a successful human rights-based approach must be more comprehensive, targeting multiple rights and challenging existing institutions and power structures.  相似文献
